Concept: What is an MBOC?

The MBOC is a state and local organization dedicated to the planning, coordinating, and delivery of available resources for the maximum practical participation of the local minority business sector in the economic life of the community.

Principal Functions

  1. To serve as a focal point for the communication, deliberation, and negotiation of mutually beneficial approaches to insure minority business participation in the community.
  2. To identify economic opportunities for the minority business sector and to develop specialized approaches for disseminating this information to the minority business communities.
  3. To maximize practical participation by the minority business community by identifying barriers and developing approaches for overcoming these barriers in the areas of money, management, and markets.
  4. To serve as a community advocate for the full inclusion of the minority business sector in the economic life of the community.

Purpose
Specifically, the MBOC will:

  1. Increase direct and indirect procurement awards for minority businesses in construction, purchases of products and services, consultant work, subcontracting, and Federal, State, and Local agency procurement activities.
  2. Encourage the participation of public and private sector organizations in the local minority business programs.
  3. Coordinate efforts at the local level to identify and disseminate information on direct business and market opportunities for minority firms.
  4. Identify and encourage financial institutions to provide access to capital for minority firms.
  5. Serve as an advocate for the minority business community.
  6. Establish and maintain an MBOC committee (Committee would be responsible for setting policy and would report to the Regional Director/Chief, Public Sector Division.Ê Membership would be made of Federal, State, and Local representation and meet at least once per month).
  7. Participate and Sponsor MEDWeek Activities.
  8. Attend regional and national MBDA conferences.

The MBOC
Benefits to be derived from the MBOC are:

  1. Increased dialogue between minority and majority interested parties for increased understanding and cooperation.
  2. Increased business opportunities for minority entrepreneurs.
  3. More efficient coordination of Federal, State, and Local resources for minority business development.
  4. Greater acceses by minority businesses to procurements, capital, and markets.
