The COPC has had three main phases:

1. The initial phase consisted of leadership and business development intertwined with applied research projects in Cameron Park (Cameron County) and Progreso (Hidalgo County);

2. The institutionalization phase included more intensive micro enterprise development and linking colonia residents in Hidalgo County with housing resources;

3. The third phase, known as Project HOPE, capitalizes on the experience and partnerships established during earlier years to create a comprehensive collaborative to increase access to affordable housing opportunities for families in Hidalgo County.
